摘要:
秦岭生态保护网格化管理是实现秦岭生态保护信息化、动态化、精细化的新模式。本文总结分析了汉中市为实现秦岭生态环境最严格保护和最严密管控,探索构建市、县、镇、村“四级网格”管理体系经验、问题。汉中市秦岭生态保护网格化管理模式工作流程主要包括问题的发现、交办、处置、反馈等四大环节,建立以相关职能部门主要负责人,配备市、县、镇、村“四级网格”网格员的管理体系和协同机制,白、黄、红“三色督办单”督办工作机制,问题暗访回头看机制,定期业务培训制度等; 主要存在基层网格员队伍不完备、考核奖惩机制不健全等问题,建议采取提高群众参与度,招聘专职网格员,加大保障力度,健全考评奖体系等措施。
Abstract:
The grid management of ecological protection in Qinling Mountains is a new mode of being informative, dynamic and accurate. In order to achieve the strictest protection and control of the ecological environment of the Qinling Mountains, Hanzhong City summarized the experience and problems in constructing a “four-level grid” management system based on city, county, town and village. The workflow of the grid management mode mainly includes four phases of problem treatment——problem discovery, problem delivery, problem disposal and problem feedback, coordination mechanism for the city, county, town and village with the main person in charge of the relevant functional departments, the "three-color" supervision mechanism, the secret investigation and review mechanism, and regular business training system, etc. The problems such as the incomplete team of grass-roots grid personnel and the imperfect assessment reward and punishment mechanism still existed. It is suggested that measures should be taken to improve the participation of the masses, recruit full-time grid staff, strengthen the guarantee, and to improve the evaluation and award system.
